Silvertown
Silvertown is a flagship development in the heart of the Royal Docks, undergoing a major transformation following approval of a revised masterplan. Over the next decade the scheme, a partnership between the GLA, Lendlease and the Crown Estate, will deliver 7,000 new homes, a minimum of 25% which will be affordable.
Phase one includes 1,032 homes, more than half of which will be affordable. The first 106 affordable homes, managed by The Guinness Partnership, were completed in 2025. Once complete, the site will comprise around seven million square feet of residential and commercial floorspace, community facilities and enhanced public realm creating a vibrant new town centre for the Royal Docks.
This waterfront site is anchored by the historic Millennium Mills, an iconic 20th-century flour mill, and the distinctive Grade II-listed Silo D, both of which will be restored as part of the plans. A new pedestrian and cycle bridge will connect Silvertown directly to Custom House station and the Elizabeth line.
Five character areas
The Silvertown masterplan is made up of five interlocking neighbourhoods, each with their own character, all connected together to create a new vibrant centre for the Royal Docks.
Mills Quarter will centre around the iconic Millennium Mills and new Mills Square, creating a vibrant waterside destination with affordable homes, workspace, retail, hospitality and year-round community events spilling into Silo D Park.
Silo D Quarter will create a new neighbourhood centred around a landmark industrial icon, with homes, a high street, green park and active waterfront spaces connecting communities and transport links.
Pontoon Dock is at the heart of the masterplan, building on its shipbuilding heritage to create a waterside neighbourhood centred on recreation, with homes, public spaces and year-round access to water activities.
Silverworks will bring together workshops, studios and industrial space around a shared public yard, fostering creativity, enterprise and collaboration, alongside a youth-focused waterfront park with sport and recreation facilities.
Victoria Gardens will provide a family-focused neighbourhood offering green spaces, play and community connections, with garden blocks, shared courtyards and a central park designed to bring neighbours together.
The transformation of Silvertown is led by The Silvertown Partnership and managed by Lendlease as Development Manager. Bringing together local communities, industry experts and public sector partners, including the GLA, the Royal Docks Team, the London Borough of Newham and Homes England, the partnership is delivering a landmark new neighbourhood in the Royal Docks.
